It is the sound of a stylus riding a groove: a constant fizz, small ticks from dust and wear, and the odd louder pop. On its own it is just noise. Under a beat it reads as an old record.

It helps to know that vinyl noise is not one thing. It is a few different noises stacked, and each wants slightly different handling.

You get vinyl crackle from three main places: free crackle and noise sample packs, a dedicated vinyl-noise plugin, or a recording you make yourself from a real record. Any of them works, and which you pick is mostly about how much control you want.
Recording the surface noise of a record you own is one thing. Lifting the music off a commercial record is a separate question with rights attached to it. If you want worn character without that worry, a noise pack cleared for use or a plugin sidesteps it entirely.
Loop the crackle quietly underneath the beat, high-pass the low rumble off it, tame the harsh top with EQ, and set the level so it is felt more than heard. The whole idea is that it sits under the music as atmosphere, not on top of it as an effect.
Almost every crackle that sounds wrong is simply too loud. Turned down until it is barely there, cheap crackle sounds fine. Turned up, even good crackle sounds like a gimmick sitting on the track. When in doubt, quieter.
No. Deliberate vinyl crackle is an effect you add for character. The crackle, clicks and pops caused by a CPU or buffer-size problem are a fault, and the two have nothing to do with each other. This trips people up because both get called crackle, but one you want and one you fix.
The vinyl kind is a noise layer you choose, loop and set the level of. You are in full control of it, and turning it off leaves the beat clean. The fault kind is your computer failing to deliver the audio in time during playback: it breaks up, moves around, comes and goes as the session gets heavier, and no part of it is on purpose. You do not level that one, you make it stop.
A quick way to tell them apart: added crackle is steady and sits under the music the same way every time you play; fault crackle is erratic, gets worse as you pile on tracks and plugins, and often clears the moment you raise the buffer. Everything above works by hand in any DAW: find a crackle loop, EQ it, sit it under the beat. The one thing that is harder to fake is worn character that moves on its own, so the loop never sounds like the same two bars pasted end to end.
